Level Business have bought some form of subscription service - or at least I presume this is the case since you can view annual accounts on their site within 24 hours of them being accepted by Companies House. I imagine for quoted companies in the UK you could probably just scrape the accounts from their websites, although that would not catch all their subsidiaries.

There is also Company Check, but they force you to login in order to view accounts, however you can view details of directors without a login:

I think OpenCorporates is the only site which allows you to get data as XML, JSON etc.
