Any other fairly recent version would do it as well, but we should
specify it for now. It is easy for maintainers to use the "right"
versions, and we could even code it into the autogen scripts so nobody
has to do something manually.
What is exactly the need to require the latest versions of autotools?
I'd would rather stick to a more conservative approach of changing version
requirements. Like if it becomes a really big maintenance burden to
support a particular old version we might move the prerequisite version
just past it.
