I think the proposal is very little, I think the only change on the current situation is that we explicitely allow and by that encourage new directories in the 'applications' module. There is still a committer needed who commits himselve to the application and proposes it as a vote. Which is more or less the current situation.
I don't understand why it harvests even negative votes, because IMHO it is a small but nevertheless a step in the right direction.
