It's not really a change. I only added functionality so people can configure a property that until now needed recompilation of your code if you wanted to change it.

I don't really understand why you emphasis it so much that this little adjustment has been made in the stable branch and into the head.
It is an example of 'erroneous' behavior (another was my pre-vote check-in). We all amke mistakes or bad judgements, so we need to determine what we can and cannot do.
When do we need a vote and when not?
Is voting in favor of a certain feature do we automatically vote for an implementation we haven't seen yet?
How do we test hacks? Who does if we say it is mandatory?
How quick should voting go? Is three days too short?
What can fit in the stable and what not?
I would like people's ideas on this.
Especially if you look back on what has been checked in lately into the 'stable' branch. Personally i think it's more useful to start a discussion about what can be and what cannot be checked in a stable branch. So we have more control over this process next time.
True, though you could ofcourse also have drawn the conclusion that, it being suchj a hot issue, to NOT check things in in the stable branche ;)
Mind you I don't really mind that it is added, but I was a bit surprised.
I implemented the configuration of utilities in exactly the same way as it is working for the other configuration files in MMBase. So that shouldn't be a problem.Also, while we agreed on location fo the config files, I'm not sure everyone has the same idea on implementation ;)
Well, you based it on old code, which doesn't follow the coding conventions (like, at all... the old code is still abit of a mess). You also used a wrong public ID, and getProperties returns Hashtable, where I would have preferred Map.
Small issues, which we can still change, but if introduced in a release, it may be hard to undo these things.
