Apache insists on voluntary contributions, so it's only ok to grab a pull request if someone explicitly mentions their intention to contribute it here or in jira or in some other way that makes their intention explicit. We cannot assume that people intend to contribute code to Apache projects if they send pull requests elsewhere. -Bertrand
