Well  for major structural questions like the data project there should be
a sound majority of committers who feel those should be changed.
The data affects ALL projects and libraries (except BrowserMap maybe for
most parts;-) so it's good to have democratic decisions here that most can
live with.

For the API sometimes fewer people are involved, and if it's not something
alienating everyone (especially possible users;-) things can be done a bit
different for Java, .NET, PHP, etc.
