You can tell that it isn't writing at the end of the tape from the
output below:

Here you can see that the tape is positioned at block 52, which is
close to the beginning of the tape. So the problem is not because you
ran out of tape.

After the dump of both / and /boot, you're still at block 52 so
nothing was written to tape at all.

As to why this is happening I'm not sure.
