Startup in single user mode, using ^X to get to the lilo prompt, and
"linux s" to start in single user mode. Then remove
/etc/rc.d/rc7.d/S*ipsec. Now reboot - "/sbin/telinit 6".

The system should start up normally, without ipsec.

Be very, very careful if you cut&paste RSA keys. Any stray spaces or
newlines will cause problems.
