Mark, you should not have to do what you are doing.  Apparently your 
mySQL setup has been altered.  Whatever is your _correct_ root password, 
that is the password you use to update the phpmyadmin config file.

If this password is different from the one in your /root/.my.cnf file, 
replace it with the correct password.
