AFAIK the sandbox feature does *not* affect access to MySQL from a PHP script 
running in an ibay.  I'm running a virtual domain (i.e. in an ibay) here 
which uses a MySQL database to dynamically create (and update) dog pedigrees, 
which works just as well under 5.1.2 as it did under 5.0, or any of the 5.1 
betas.
