There is a Java GUI configurator in CVS  (node.gui.config or something 
like that), but it has been written for .3 and never been updated since 
then. It was included in the freenet.jar at some time and I used it as 
fallback configurator if there was no Win32 version of it.
I wanted to switch to native binaries because there had been (are?) 
plans to provide natively compiled binaries of fred without the need to 
have Java installed. But as there is no (payable) compiler which is able 
to do that yet, we never got to do it.
(Besides Java GUI looks so ...unfamiliar... to Win users :P)
