I agree having the arrows in addition to the toggle switches is more
flexible, but I'm not clear on what use they serve. The toggle
switches already expand the explanation section, so why have arrows
which do the same? They seem unnecessary to me.

I think I'd have to see the toggle switches in action to make more
informed commentary, but fading the non-selected options out seems to
me at best not useful and at worst actively confusing. That said,
testing is to be preferred to speculation.
