This seems to  be a new direction for gitlab, and people aren't happy with
it. See for example

This affects KiCad and many other projects. New people won't even write bug
reports because of this. I don't know what to think about this, my first
reaction is anger and a suggestion to find another alternative for the
KiCad project, no matter how difficult it is.
