I don’t think we can automate it. And I wouldn’t even try.

Re ratings, the main point of Recommended is because ratings doesn’t work :)

On 
http://extensions.xwiki.org/xwiki/bin/view/ExtensionCode/RecommendedExtensions/ 
there are extensions with low count and other with high values.

Note that it wouldn’t work either in the some cases as for the Stats app which 
we’ve removed from the core and retire because it’s not good enough (it has a 
high number of installs because it was bundled ;)).
