I didn't bother creating the "canstilledit" group. Admins can
still edit anyway.
- I also added a banner on every page and disabled creating new
user accounts.
- I don't think there's a way to disable posting comments from
existing users. I guess we'll just have to live with the risk of
someone reopening a flamewar there for now.
