I actually think this will make code harder to read. e.g.:

@nogc:

void foo()
{
   ...
}

void bar() @gc
{
   ...
}

@gc
{
   void baz() @nogc
   {
      ...
   }
}

@gc:

void quxx() @nogc
{
   ...
}

Ewww... nasty stuff.
