A big part of the problem is that HR folk know precisely jack shit about the fields they're hiring for, and they're never expected to.

My favorite word-for-word quote from a real-life headhunter I once met (and never spoke to again):

"I don't know anything about programming, but I'm good at identifying people who are."

That, right there, sums up EVERYTHING.
