Sure, it's a sliding scale. But, web servers, even ones that sit behind Apache or Nginx, are specialized much more than what we currently have in Phobos.
It would make more sense from a maintenance standpoint to have a toy server, but I don't see the utility of including one in Phobos over just having it in dub.
