What I had asked them for originally was to allow all image emissions as 
defined in part 97 (c)(3) in the RTTY/Data subbands.  I had used the MixW 
scheme of mixing digital telegraphy and an analog SSTV type emission as an 
example.  I also used Hellschrieber as an example.  What I wanted them to 
do was to add a footnote to 97.305(c)  which would have appeared in 
97.307(f) and would have stated that "image emissions with a bandwidth of 
500 Hz or less would be authorized".  The footnote would have appeared in 
97.305(c) in the column labelled Standards, see ยง97.307(f), paragraph: 
.  For some reason they chose not to do what I had suggested.  If you look 
at the comments that specifically address 04-140 you will see that most 
respondents asked the FCC to include many more emissions designators in 
their definition.  In my final comment, I re-suggested what I have written 
above.  One thing for sure, what is asked for in a petition is not 
necessarily what you will get.  I think that we will get a much more 
liberal set of regulations that what the ARRL has proposed.  That is just 
my gut feeling, no scientific evidence.
