The initial problem I see, there could be something else, is that your backups are backing up the backup folder, possible creating some sort of infinite recursion that makes rsync not work? Actually, you have xdev set, so if /backup is a different mount point you should be fine. Otherwise, you should have an exclude for / backup/ in your /backup/root/dirvish/default.conf file.
