I have a question about domain transfers I hope someone can answer.

I've noticed that in the registration agreement of some other registrars,
there is a "no transfer within 60 days of registration" clause. For example,
from Dotster's agreement:

"You agree that you may not transfer your domain name registration to
another domain name registrar during the first sixty (60) days from the
effective date of your initial domain name registration with Dotster."

Is this 60 day clause registar-specific, or is it universal amongst all
registars? Does OpenSRS have any such policy, or can someone using opensrs
as their registrar transfer their domain to another registry, let's say -- 1
week after registering the name?
