There was a bit of discussion regarding "renew anywhere" on the Developers'
list. From the sounds of it, OpenSRS is open to changing this as soon as
they've implemented an automated method of doing RSP to RSP transfers. At
that point renewals would only be accepted from the controlling RSP. No
idea what the timeline is for those changes, though.
