Still requires quite a bit of work and investment of time and
resources.

The question then comes down to if it is in the Registrar's and the
Registrant's best interests to have this process made more efficient.
Many, including myself, see very powerful privacy reasons why this
process should NOT be made more efficient, and a great benefit in
being with a registrar who will not aid and abet their efforts.

Yes, but that is a nice bar to the practice. A semi-substantial one.
Why is it in the registrar's or the registrant's interests to have
that bar lowered?
