The issue you discribe is actually quite simple to address using your own resources. If you have hosting services currently you can edit your scripts to have domains point to your DNS by default (unless otherwise specified when you register them). On your webserver you can then create a generic under construction page that you create for all your "parked" clients. If you want you could even make this the default page that comes up on sites pointed to your web server which don't have hosting configured on the server. (Saves you a step.)
If however you only offer a domain registration service and don't have any facility in house for providing DNS or web hosting service then I imagine that there a many people (on this list) who would be interested in providing this for you with the hopes of garnering more lucrative hosting services once the client is ready to post their website. I'm sure the under construction page would include a link to their web hosting offerings just to make it easier for a client to move forward.
I won't pretend to tell you how to structure your business but you should be concerned that if you do not offer DNS & Hosting services you may be opening the door to lose renewal revenues from your clients as virtually all hosting services do offer registration and renewals as well. In the client's mind it would be a case of "isn't it easier for me to write one cheque instead of two?" I leave that to your own deliberations though. :)
