I just tried this and it seemed to work fine.  Can you provide more information (I suggest you do contact support if you have concrete evidence of this)
 
It is possible that the message IS sent, but the recipient has Spam filters (or using a mail provider that filters for them - perhaps using an RBL) and the message never makes it through.

Hello
    I was wondering there is any issue someone know of the webbased password retrieval that a lot of us use. For some reason all requests have stopped working with the only result that being
"The Password has NOT been sent to the Administrative Contact"
   It was working fine a few weeks ago but started getting a lot of reports of error did the last code change possible  change something as I have not upgraded yet.
