Chris, You're absolutely right. A user is considered each email box provisioned for filtering.
As a quick example. I can have a domain with 10 mailboxes however, only 5 of those I want filtered. Those 5 mailboxes which I specify during the provisioning process, are considered users. You can choose which addresses (users) at the domain to protect. At least this is what I recall from my discussions w/my acct. manager.
