Unfortunately its not quite that simple Simon. Imagine a world in which customers had to work with their current suppliers to transfer their domains to a new supplier. How many people on this list, for instance, have had to work with TotalNIC and try to get their names transferred to Tucows. Its impossible.

Putting the "losing registrar" in control of the transaction is an invitation to disaster. I've been working on this issue for the past four <sigh> years and it is incredibly clear to me that clarity, enforcement and balance in the obligations of both registrars are the only way that transfers can be effectively handled in this system. You should check out the pending regs - they come pretty close to achieving the flexibility and security that the system needs...
