Indeed, on the proactive bit.  *.uk transfers work along a similar basis,
and I am sure that many who have have to deal with getting tags changed
when a domain is changing providers will realize that that's even less of
a workable solution at times.  I can recall many times where the domain
owner had to go through Nominet directly to get the tag changed to my
previous employer here in the UK, due to the current tag holder
effectively holding it for ransom.  After weeks of discussion back and
forth between the old provider, us, and possibly Nominet, they may have
gotten it transferred, if they didn't just give up in disgust (thinking
that we were incompetent) and leave it where it was.

So no, the current situation isn't ideal, but it could be worse.  Imagine
having to contact VGRS (or whatever they're called these days) directly
to get a domain transfer pushed through, regardless of the current
registrar...
