You will pick as part of your brand setup what your
setting is, your customer will never have to choose.
(all accounts under the brand will have that setting applied)
It will be your choice which model you offer.

If you choose the HTML option, the export fee is not relevant.
Their site will always be in a format that can be downloaded
from you on your servers.

Will pure HTML be the default?  That would certainly be my recommendation.
That way, caveats and warnings against the pitfalls of using the
JavaScript source obfuscation need never be published by the reseller.
You could assume that anyone purposely switching from publishing their
site in simple HTML to the JavaScript-ized version is doing so for a
reason.  Actually, to avoid support headaches it would be even better if
the reseller could disable the ability to JavaScript-ize altogether.

What's going to be happening with the 'Export Fee'?  Users may still wish
to download the complete site when departing, or else periodically for
their own backup purposes.
