I was wondering if there were any guidelines for the amount of time you
must reasonably wait for an IPS tag change to be undertaken by a losing
registrar?

We have so far been waiting 5 days for one to be conducted, with no end
in sight as yet. We all know this is a very simple procedure but their
support department say this can be 'weeks'?

In my experience there are two sorts of tag holder.

1. Those who change the tag almost instantly, as soon as they have verified the persons identity.
2. Those who sit on them and make life as uncomfortable as possible in the mean time.

There are far fewer in category 2 these days because the domain owner can go to nominet and get the tag changed for #15 plus VAT.
Here is the page from the Nominet web site:
http://www.nominet.org.uk/MakingChangesToYourDomainName/ChangingYourRegistrationAgentisp/

You can direct your customer there and this will bypass the current tag holder.
Because this mechanism exists there are no real guidelines other than the tag holders contract with Nominet.

My view on transfers out is that if the person is no longer going to be a customer we need to offload them as quickly as possible to reduce our costs. I don;t understand companies who sit on these issues.

I remember one very large tag holder who only had one person authorised to do transfers.
When he went off for three weeks they just piled them up on his desk and it took weeks to sort it all out.
