Yes we will not respond to the transfer request and my client is going
to attempt to get the money refunded. 

I'm not sure we can do much from a legal perspective as we are in the
UK? 

It is amazing though that they are (still) doing this. I had heard they
were amending the letters they sent out but apparently not, my client is
adamant that it looked like an invoice.

If the transfer hasn't gone through, there isn't much that can be done
from an ICANN policy perspective. He can nack the transfer if he wishes
and should aggressively pursue a refund. He should also consider filing
a legal complaint.
