This is a Registry service from Verisign (Verisign is not a Registrar). Registrars just have to implement this through the Registry API. There are a few Registrars that offer this and do actually change the Expiration dates of the domains.

When this has been asked in the past, the reason we couldn't do it was that the registry didn't support partial years.
