I suspect a lot of them are very busy with day jobs.  You generally
don't get to be Famous (or Infamous) by being a slouch.

Oracle 'control' the version of pkg(5) that OpenIndiana use about as
much as they control illumos.  The code is open; it's easy enough to
fork and it's easy enough to refuse the direction Oracle may or may
not be taking in the future.

I also think it's pretty disingenuous to suggest that *everybody* has
a problem with the packaging system.  Every packaging system has good
and bad points.  pkg(5) is no different in this regard; by trying to
replace it with dpkg/apt you're simply getting a *different* set of
deficiencies.  I recognise that particular individuals have
experienced more than their fair share of grief with the thing, but
I'm firmly opposed to throwing the baby out with the bathwater.

I don't think that's a fair assessment.  Where are you getting this
impression from?

Some of us just haven't (yet?) had time to help out with code or
release engineering.  There are only so many hours in the day, after
all.
