The T3 and T4 are *implementations* of the SPARC architecture.  The SPARC 
architecture itself is open.  Unfortunately, you may need implementation 
specific details to use specific implementations.  (Such as the T3 and T4.)

That's only true if nobody else is producing SPARC chips.  I'm not sure if that 
is true or not.  For a long time Fujitsu was doing SPARC hardware.  I know 
there were some small companies doing "hardened" SPARCs for space applications, 
etc.  I don't know if any of them are still around.
