the two are not mutually exclusive. I have designed many rich interaction for clients that are still accessible. The goal is to think in terms of progressive enhancements instead of graceful degradation.

Then you take care designing the templates and stylesheets for much of the remaining work. Screen readers are making many strides to bridge the gap.
