Alternatively, you can take the programmer's proposed design, and find a compromise that gets it closer to what you believe is more efficient.
It seems like the disabled controls are the sticking point, so find a way to hide them, instead, or design the Edit page in such a way that it threads the needle between efficient editing and efficient viewing. Sounds like you have a great idea (for the users), and he has a great idea (for the timeline, which sounds like the critical path here) - one of you just could work toward the other.
