As has been noted earlier, it's not telnet that's the problem... It's
telnetd.
With 'nc' the same command can be set up to operate in listen mode, but
normally that's manual. As long as it's manual - again - no problem.
The fact that you _can_ set it up to listen automatically, might be an
argument against it, but when it comes to stupid things "don't do that".

Tools like telnet (or nc if you like) and traceroute, and tcpdump just
make you better equipped.
I'm not going to get any better-looking - so I'll have to settle for
better equipped ;-).
