At LISA someone told me about http://ikiwiki.info/
I haven't used it yet, but I plan on playing with it in the new year.
It compiles the pages into HTML and serves them as static files.
Therefore you always have an off-line version that is fully usable.

It doesn't have a WYSIWYG interface, but there are many open source
editors and turning one into a plugin would be a really cool project.
IMHO.
