Honestly, I think the closest match that I know of is Engineers Without
Borders (http://www.ewb-usa.org/).

They have a global focus, and while they do deal with technology, their
focus is on working with locals and building *infrastructure*, whether
that's clean water or internet, depending on what the location needs.

They don't cater specifically to children, but they improve the community
for the children:

The boots on the ground that make this mission a reality are our more than
13,800 members. As a result of EWB-USA's programs, children can cross
sturdy bridges to attend school, local clinics have consistent supplies of
electricity, and accessing clean water isn't a full-day chore for families.
