Actually just came across University of the People
http://uopeople.edu/groups/mission_statement today , tuition free
University that makes available CompSci Degree online globally(as well as
Business Admin).

   Offering programs at minimal costs
   -

   Providing a wide range of financial assistance options
   -

   Promoting the University's programs in underserved regions of the world

 Seems to fit your criteria, though for kinda older children ;)
