I've been supportive of the NetEng site from the start, mostly because there are definitely "Network Engineering Experts" whose experience may have zero overlap with Server Fault. DevOps, though, seems like a definite shot-across-the-bow of ServerFault, mostly because at some level, every sysadmin is also a developer (of sorts) and has to deal with the same kinds of issues.
I don't want to belittle the term DevOps -- there are definitely job roles that are more solidly defined as development-and-operations, but the term itself doesn't have a solid definition. If you consider it to be a very broad field of expertise, then it's a vampire site, draining both serverfault and stackoverflow. If you consider it a very narrow field of expertise, then I suppose making a different site makes sense.
