Most of the bookshelf speakers I can recommend are a little higher than your price range. I normally highly recommend staying away from big box stores but I did get a pair of 2 way Harmon Kardon bookshelves about 6 or 7 years ago that I was extremely happy with for a small room and they were under 300 at the time in a BB store. I'm not familiar with their current lineup but if you can comfortably read a spec sheet then you can narrow down your search to a few good choices then go listen to them for the sound type you like. If the company doesn't release the detailed specs, then they are not worth buying as they have something to hide no matter how well marketed they are.
Actually, what I really wanted to say, was that your phone company should be able to provide you with a filter to help keep your phone line clean.
