Since the Tune-in works - my guess is the file extension of the playlist is confusing SC. The format of the DABRadio list is PLS which should have an extension pls whereas your file has a m3u extension even though it is not an M3U formatted playlist.
That aside - for SC7 you should use OPML. Use the following as a basis and see if it can work from the Favorites menu.
