One problem is that what it means to be a SysAdmin is changing fast enough that it's difficult to design 'minimum competency' tests. let me re phrase that: are there any certificates you would consider evidence enough that someone has the technical skill to be allowed root on one of your servers, I mean without interviewing the person? (I just mean technical skill... most certificates don't try to test for responsibility.) I don't know of any such certificate, even when you take a pass on the responsibility part. I suspect designing a 'minimum competency' test for Sysadmins is something of a difficult problem.
