The home network question is definitely fair fodder, does not break any
HR rules I am aware of.   (as hinted below, so long as you don't
directly ask about the kids/wife/etc).

Personally, when hiring I ask this type of question, for reasons stated
earlier by some; it helps provide insight as to their extracurricular
interests, activities, additional related skills, etc.

As far as that goes, I always used "What do you read to keep current? Where do you get your information?" as questions to find out about technical knowledge acquisition (which were probably more useful in the days before Google and Wikipedia), and usually didn't go near extracurricular interests unless they were mentioned on the resume, though generally strong interests would come out just in the regular give and take.
