If I do work for hire, contract law says my work product is owned by
the entity that pays me. As we've all said here many times previously,
we can't put our own copyright notice on our work without explicit
permission from our employer. So if HP owns the Navy's network diagrams,
that had to be explicitly in their contract. The contracting officer
who approved such a contract should be prosecuted (or at least fired).
