I am trying to get a formula for adding newly downloaded podcast to
the playlist on a on-going basis. For example if I get the new ones
from today and tomorrow their are new ones and I want the old ones
that have been listened to to be deleted. They need some type of rules
like in Mail.

The easiest way to accomplish this would be to make a playlist, then
set your mini to sync with that specific playlist. Anything you add
to that playlist gets added, anything you delete from it gets
removed. For podcasts and such you can set which episodes are to be
synched (newest, all unplayed, all episodes, etc).
