Perhaps someone could clarify? 

I think James is correct that one of the problems using VoiceOver's drag 
and drop in general cases, such as when you have "a main content area"
is that you need a place the VoiceOver cursor can navigate to (step 4 of
Søren's instructions).  In other cases and for some apps, the instructions
are to drag and drop files or folders into an area on your screen where 
there is no particular place to route your VoiceOver cursor.

This was the case for putting items into the dock, for instance, and why
having an "additemtodock" script that could do this formed the basis of
the two very accessible Automator actions at Tim's site:

It is possible to use VoiceOver and your mouse or trackpad to drag and
drop items into areas on your screen, but you have to hold down your
mouse or trackpad buttons on an item while you physically move your
mouse and use VoiceOver to announce your position in x and y screen
coordinates as you move until you get to your destination and can
release the button.  But, you have to know before you start moving the 
approximate screen coordinates of the region you're aiming for. And
you'll want to lock your VoiceOver cursor so that all you have to press
is the F5 key (or fn+F5 keys) to monitor your progress -- or if you know
that it's a nearby drag and drop you can use Mouse Keys (or maybe
numpad commander which I don't have access to in Tiger) to move
your mouse, which may also be possible.
