I think you are quite right. In fact, I am confident that I can take a
Mac class, which is something I would never do under Windows anymore,
as I can follow the class on the Mac so much easier.

This is at least how I'm interpreting this thread. It's not saying
that one OS does it right or wrong, it's the screen readers I gather
on the windows platform that present it incorrectly. However, if I
interpreted the facts inaccurately, I have no doubt someone will
correct me.
