no, there are two ways to run fusion when bootcamp is functioning, you can use the bootcamp partition as your windows vm or you can create another vm for windows.

Secondly, when I try to run bootcamp partition in Fusion, I get a message to install vmware tools but only after windows has booted. I choose install vmware tools. But I wait and wait and nothing happens apart from the fact that there is now a "cancel" button in vmware menu where "install vmware tools" was. But nothing happens. Do I need to wait longer than two mintues? Would the tools have been a part of my Fusion .dmg? Or is fusion trying to get the tools from the internet?

I feel I'm nearly there, but not quite. Any observations would be very helpful.
